A scheme is decided before it is built
The Ingénieurs Conseils sector carries the technical competence of the group. It exercises delegated project ownership, known in English practice as client-side project management, together with structural engineering, project development and technical advice, for the group's own operations as well as for outside clients. It operates in Luxembourg, Belgium and France, each jurisdiction being covered by a company that answers locally for its assignments.
Our trade
Acting for the client, never for the contractor
A client stands alone against parties who know the content of their own tenders better than he does. Restoring that balance is the object of our engagement: defining the requirement before going out to tender, making offers genuinely comparable, supervising execution and verifying what is actually delivered. Technical competence is only of use where it sits on the side of the person paying.
That position holds its value only if it is maintained without exception. The group takes no part in the execution of works, holds no construction company, and receives no remuneration from any contractor, supplier or delegate involved in the operations it supervises. This is the condition for our opinion on a tender to retain any meaning, and it is a contractual rule, not a statement of intent.
Delegated project ownership
Exercising the client's decisions, within the limits of the mandate
We exercise on the client's behalf the decisions that belong to him: settling the brief, holding the budget, selecting the parties involved, the programme, and acceptance of the works. The mandate is written, its scope is bounded, and the decisions that remain with the client are listed in it. That delimitation protects both sides: it prevents an engagement from expanding without anyone having decided it, and it prevents a reproach made after the event over a decision that was never ours to take.
Structural engineering
Establishing what a structure will actually carry
Design and verification of structures, reinforced concrete, timber framing and special works, structural calculations, construction drawings and site supervision. This is the competence that makes it possible to say what an existing building can receive before deciding what to do with it, and to verify that a new structure is executed in accordance with what was calculated.
Project development
The permit phase treated as a stage in its own right
Feasibility studies, outline briefs, administrative structuring, preparation and follow-up of permit applications. A scheme that does not obtain its permit has no value, whatever the quality of its design. That phase therefore receives its own programme, its own milestones and its own budget, and it is conducted before heavy expenditure is committed.
Technical advice
Discrete assignments that commit you to nothing further
Technical audits, surveys, energy performance and regulatory compliance advice, assistance in the event of damage or a construction defect. These assignments are taken on individually. An owner seeking an opinion on a property, a co-ownership faced with a defect, or a buyer wishing to verify what he is acquiring may consult us without entering into any wider relationship.
What we do not do
Two limits, held without exception
We do not carry out the works. They are entrusted to outside contractors, selected on competence and price, and paid by the client. And we take on no assignment reserved by law to architects: where an operation calls for one, it is entrusted to an architect registered with the professional order, chosen together with the client.
